Construction Requirements for Participating in DINA

There are a few other requirements for DINA participation. First, you must acquire Internet service if it is available in your area, or be in the process of acquiring service. Internet service can be contracted from a private firm; the DINA partners are not Internet service providers.

Second, your local Chamber of Commerce, Development Corporation or City must form a Technology Committee to guide you in your decision-making. Because the DINA alliance will encourage private sector involvement in the Internet, and because this and other technologies will eventually have a major impact upon your community, a technology committee will soon become an invaluable resource to you in developing this crucial part of your infrastructure.

Third, all home pages included in DINA must be constructed using a modified HTML 4.0/Transitional coding with minimal Netscape and Explorer extensions. This means that frames and other coding techniques that prevent universal access may not be used. All pages must be universally accessible by any browser from Lynx (text only) to Internet Explorer 5. Web pages will be evaluated using a minimum of eleven different browsers, including Lynx (text only), Mosaic 1 and 2, Netscape 1.0 through 4.5, and Internet Explorer 2.1 through 5. This will assure DINA participants that all home pages can be viewed without difficulty using the vast majority of Web browsing programs available. Participants are required to keep their home pages up-to-date by providing information changes to their home page maintenance organization on a regular, frequent basis.

The DINA partners encourage the participation of the private sector as sponsors or underwriters. Sponsorship information included on a DINA website is limited to a link to a sponsorship web page or the sponsor's own website. The link may consist of a sponsor's logo and company name on a graphic button not to exceed 20,000 square pixels in total size and 300 pixels in height or width. The sponsorship page may include information about the sponsor such as the sponsor's name, address, contact information, slogan, and a general statement about the sponsor's line of business, with the sponsor's logo graphic not to exceed 30,000 square pixels in total size and 525 pixels in width. Due to the restrictions of our network connection, no other forms of advertising are allowed.

DINA reserves the right to remove from the network any home pages that do not meet these standards.

Because it is to your advantage if your community has only one single home page with all your community information linked together, the DINA partnership encourages cooperation between the local Chamber of Commerce, Industrial Development Corporation, and municipal or county government in setting up home pages. DINA representatives can discuss with you the best way to achieve this.
